Try asking them to stop their dogs from barking, write them a friendly (emphasis on the friendly) asking them to control their dog. Maybe you can bring it to the city.

I have often wondered how those people can stand listening to their dogs bark. They must have a hearing problem, or they are just totally inconsiderate, along with just not caring. The are a whole lot of inconsiderate people out there. Too bad you live near one. I wonder how they treat their dogs, if they cared the dog probably wouldn't be barking.
Some dog owners are passive aggressivee and they use they're dog's bad behavior to take out their own hostility on people.
You know the type, you come over and the dog always 'magically' gets out of the cellar (or bedroom or wherever the dog has been sent to) and jumps all over you.
Or the type, when their American Bull Terrier is barrelling down on you at the beach yells "He's really friendly" when he clearly is not!

The same thing happens to me all the time.
Maybe they can't get them to be quiet.. i dunno... they do have such devices like shock collars and spraying dogs in the face with a little squirt bottle. I'm used to dogs barking .. i work with them everyday.. so ive grown partial to it
