it pops up when launching every browser or email related program; OE, IE, Opera, Mozilla, Bazooka Scanner (updates via browser)
I've been scanning like hell. My AV, Nod32 stops its on-demand scanner after scanning OutlookExpress.
Nod will only stay up to complete a full system scan while Windows is in Safe Mode - but still it doesn't find anything.
I've tried scans with Nod32, Ewido, TrendMicro housecall, AdawareSE, Spy-bot, & Bazooka

Yesterday I lost all of my emails in Opera. A look at the .dbs files in Notepad showed that most of the emails were corrupt - jumbled characters.
Today I cannot print any of the graphic files I made in Adobe Illustrator 10. The generating to print box pops up and then fades away. I can print files before and after the four I made today. I sent the file too a friend and he could print them.
Anyway there was a bit too much activity with the component control yesterday. And I remembered them popping up when it did not seem relevant at all - such as spooler while I was checking my email.
I'm thinking of reinstalling Outpost -- I'm completely out of ideas.

Your symptoms don't seem like OP problems but rather malware. That's probably what OP is telling you. Getting rid of this junk needs a structured approach. That's good it's doing it's job. It seems the problem lies with Caere OmniPage Pro. You may need their help. Take a look at this: http://support.microsoft.com/default.aspx?scid=kb;en-us;275470
You could also modify your OmniPage rules to ignore CC and see if that helps.
