Hes a golden retriever about 18 months old. its not hot were I am what could this be ?

Maybe you should take him to the vet!
When my dogs do this usually it means soon they will be up chucking.
They do this to cool down. It doesn't matter how hot it may be it is just a natural thing that dogs do to cool themselves down.
Does he have long hair. If so maybe have him shaved? Also you could have him nutered, that might help. Are you providing enough water? Hope this helps! give him hugs frim me.

he is thirsty maybe, keep him hydrated even though it is not hot
my dog does that sometime when he eats something he is not suppose to, usually of of the floor
Overweight or just tired, let it rest.
It could be an allergic reaction to something. If it keeps up take him to the vet.
