as for telling her, im gonna give you the advice my friends gave me. (i havent tried it so i dont know if it will work...and it might sound stupid but just try it)

when your talking to her, somehow talk about this girl that you like but you dont know if she likes you. mention how you really want to ask her out but you are to scared.

if she says something like, "oh ok" and seems all disapointed like she didnt get the hint, go "I ment you"

It depends, but I'd say get friendly with her, then after you know she's good friends with you, tell her. I once heard 'getting a girl is like getting a bunny. Don't make any sudden moves, or the bunny will get scared and run away. Easy does it, nice slow movements.' Nothing too major, it scares us girls when a random guy tells us he likes us. We figure he's some sort of stalker :D

Just take it little by little, you don't need to confess your undying love for her right now, just be subtle at first and see how she responds, that way you won't jeopardize your friendship with her and you won't feel like a fool if she does not feel the same way. x
