technically, you do not give the 10 points. You choose the best answer and Y!A awards the 10 points
Best answer is actually rewarded 10 points, but you could add an extra 1 point by giving them a 'thumbs up'
But you are currently Level 1 so you cannot give thumbs up/down yet, you must be level 2 before using the 'thumbs system'

To give someone best answer, go to your profile page. To do this, click on My Profile in the right hand corner under Discover.
Then scroll down a bit and you'll see My Answers, My Questions, My Starred Questions, and My Watchlist.
Click on My Questions. Now your questions have to be a minimum of 4 hours old and at least 3 days old to be able to be given a best answer. When you're looking at your list of questions, you'll see a number indicating how old they are.

Click on one that's 4 hours old, and when you open it there should be a blue bubble saying Choose as Best Answer. If there is not, open it again in a little while and it should be there.
Read each answer given and click on the blue bubble of the one you like the most. Then go from there! This gives the answerer 10 points and you 3 points!

When a user awards best answer, the author of the answer is automatically awarded ten points.
To award the best answer to a question, simply wait at least four hours. You should then return to the question via your Yahoo! Answers profile, and the option to select the best answer shall be present as a button under each answer.
When does the option to select a best answer end ?
By default, the author of a question has three days in which to return to select the best answer. This can however be extended to a week by clicking the pencil (edit) option beneath the question and selecting extend expiration.
