It is the rate of the output VAT (for VAT registered persons) that they charge which varies. There is the 10%, 12%, 0% and the exempt.
Zero-rated sales are mostly associated with export sales and other sales which deemed to be export sales, foreign currency denominated sales and sales to exempt persons/entity like those of under special laws (SMBA, PEZA, etc.)
Meaning, those who qualified under zero-rated sales, even though they are VAT Registered entity, they don't have to charge and remit VAT for their sales because the multiplier is Zero (0%).
It means the goods are not subject o VAT. Like food, childrens clothes, books, postage and possibly a few other things, I think there is a difference between VAT -exempt and zero rated. On VAT exempt the VAT cannot go up whereqas Zero-rated could, in theory have the VAT increased say to 10% or whatever.
