11001 error, out of ideas as to how to fix

I have been running MySQL on my PC (WinXP, IIS 5.1, PHP 4.3.4 binary as ISAPI module, MMCache PHP 4.3.4 binary, MySQL 4.0.18) for testing for some time now and recently (nothing has changed besides the fact that I uninstalled XP SP2) I have been getting this error:

I cannot connect to the database because: Unknown MySQL Server Host 'localhost' (11001)

I'm out of ideas regarding how to fix it. I've tried google, I've tried reinstalling MySQL from scratch, I've even tried the MySQL installer, I've tried checking variables in PHP scripts and my.ini, I just can't fix it. Does anyone here have any ideas?

I'd like to say that I managed to fix it. I did a reinstall of Windows, IIS and MySQL to fix it.
