To answer your two questions, the author of this poem is Lord Byron,
and the name of the poem is "The Destruction of Sennacherib". I have
pasted the first stanza (six total) of the poem so you can confirm

The Assyrian came down like a wolf on the fold,
And his cohorts were gleaming in purple and gold,
And the sheen of their spears was like stars on the sea,
When the blue wave rolls nightly on deep Galilee.
