It is spam.
I've won millions several times after never entering but deleted the message and not got my winnings.

No it is not true, it is a scam what these people are looking for is gullible people to respond and give them your personal; information NAME ADDRESS PHONE NUMBER AGE SEX ect.. so they can steal your identity. Please for your own sake do not respond to it. Like i said it is nothing more than a scam.There are other scams like that one also some are claiming they are e-mails from the FBI and that you have been conducting illegal business in other countries.Do not fall for these scams,if the FBI wanted your address they already have it by your IP address. I win cars, houses, straighteners, shopping sprees, thousands of dollars/pounds cash every day, and weirdly I've never entered anything.
If you have played the lottery go check the numbers if you think you may have won, but seriously, how would they have your email address? Do you hand in your details when you play the lottery?
It's just another scam. Delete the email, it may even be malicious. I set up a whole other email account for things I need to join where I expect to be spammed, and it fills up with 1000s of spam mails each day. It's sickening.
