Permissions can also be set per issue type. So for example, you can have one project with a bugs issue type that everyone can access, a feature requests issue type that everyone can access, and a development issue type that only people involved in the development can access.
I'm pretty sure you can do that.
The Project Permissions settings are pretty similar to the well known Forum Permissions settings.
Can View Others' Issues, Can Post New Issues, etc. can be set per usergroup - either global or per project.
