regarding a silver or gold robbery in a foreign country in which the

italy and france are possible but I doubt the 64 Caddilac since the
movie is at least 30-35 years old. I seem to remember a somewhat older
car as they were attempting to drive it on the ship.

you are describing and it is not it. The car was definitely being
driven onto a boat in a foreign, probably european, country.

I have found a movie that is probably the one you are looking for.
However, one plot detail varies from your recollection -- that is, the
robbery (of a train) takes place in California, not in a foreign
country.
Also, the only summary of the plot that I have been able to find does
not reveal that the bumper fell off when the car boarded a ship.
Rather the description (but not necessarily the movie) ends with the
detail that another car hits the expensive getaway car (with the newly
installed bumpers) from behind and locks bumpers with it.
